Sir John Harvey, then Governor of Newfoundland, promised to put at his disposal his personal narrative of the campaigns of 1813 and 1814. His experience in the several capacities of the service from gentleman volunteer to Major in command of a battalion in action, would enable him to comment intelligently on the skirmishes, battles and strategical evolutions of the combatants.
